LA City Tenant Anti-Harassment Ordinance
Kilter developed a bold, community-rooted identity for the effort to educate Angelenos about LA City TAHO—a City of Los Angeles ordinance protecting renters from landlord harassment.

Nearly two-thirds of Los Angeles residents are renters. For decades, many of them faced the same quiet pressures: landlords who refused repairs, made repeated buyout offers, or used fear and misinformation to push tenants out before an eviction ever happened. Renters knew it was harassment—they just didn't always have the legal language to name it, or the tools to fight it.
That changed with the passage of the Los Angeles City Tenant Anti-Harassment Ordinance (TAHO). Funded by Measure ULA, TAHO defines 18 forms of landlord harassment and gives tenants a path to fight back. The challenge: making sure renters across a vast, multilingual, disconnected city actually knew it existed.




A coalition of community-based organizations led by Strategic Actions for a Just Economy (SAJE) tasked Kilter with developing an accessible brand, website, and canvassing materials for the outreach effort to educate LA renters about their rights under TAHO.



We built the TAHO identity around a core idea: this ordinance belongs to the people who need it. The logo, wordmark, and visual system draw from the warmth and energy of the communities it serves. Bold graphic forms paired with a palette of earthy golds and browns create a system that feels welcoming and familiar rather than institutional. The house icon at the center of the mark isn't a government symbol; it's a home.
The website we designed serves as not just a primer that explains TAHO and its impact to unfamiliar audiences, but also as a clearinghouse of practical tools and resources. Print collateral— including postcards, flyers, and informational one-pagers—had to be clear and accessible not only in English, but in the 13 other languages in which materials were translated into.
The result is an identity that meets tenants where they are—legible, human, and direct—and puts practical tools for preventing landlord harassment in the hands of tenants and advocates who need them most. Because knowing your rights shouldn't require reading the fine print.
